SMS Gap Analysis
Build upon the components that are in place
It is seldom necessary to build an SMS from scratch. Most operators already have a majority of the components of an SMS built into their operations. In general if you have a well managed operation with well documented business processes then you will probably find that your SMS "gap" is smaller than you think.

The Gap Analysis Process
The Gap Analysis is a tool to determine your organization’s level of implementation of SMS principals, use of safety-related guidance material, and execution of good aviation safety practices.
Air Safety Group will complete an assessment of your documented and implemented procedures. Using our custom designed software we are able to ensure the baseline components and elements of the ICAO and IS-BAO standards are in place.
The Gap Analysis Report
Upon completion of the Gap Analysis Air Safety Group will provide a detailed report in an organized notebook and on a CD. Using the results of the report you will be able to make maximum use of existing policies, programs, systems and procedures to develop your SMS efficiently and effectively.
Key Elements Description
Key Elements begin with Section 3 and correspond with the Chapters of the IS-BAO Standard. The exception to this arrangement is Section 3, which concentrates on the four components of an SMS.
The core components of the SMS are:
- 3.2.1 Safety Policy and Objectives
- 3.2.2 Safety Risk Management
- 3.2.3 Safety Assurances
- 3.2.4 Safety Promotion
Element Requirements Description
Requirements are the subsection numbers in the reports, such as; 4.1, that correspond with the individual requirements of the IS-BAO Standard. This will help you identify your level of compliance with each IS-BAO requirement.
Each subsection is further divided into (a) and (b), such as: 4.1(a) Organization and Personnel; and 4.1(b) Organization and Personnel.
The (a) requirements are an evaluation of your documented procedures, processes, policies, etc. The (b) requirements are an evaluation of your implemented procedures, processes, policies, etc.
Assessments
Assessments are the individual questions that break down each IS-BAO requirement into a specific area or topic.
Each Requirement will consist of one or more Assessments.

- Management – Allocation of resources.
- System – Set of interrelated procedures.
A Safety Management System is a set of interrelated steps and resources to manage safety. It’s really that simple.
